New Delhi: The Lok Sabha today (August 7) passed in three minutes, without any debate, The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 that seeks to set timelines to ensure quicker adjudication of delayed payment disputes of micro and small enterprises and encourage their growth.
While the Bill was approved in the Rajya Sabha in less than two hours on August 3, it took just three minutes to pass it in the Lok Sabha on Friday. The passage of the Bill came amid loud protests by the opposition demanding union home minister Amit Shah’s presence in the house, his statement on the police action against protesters last month, and a discussion on the Ram Mandir donation theft.
Union minister for micro, small and medium enterprises Jitan Ram Manjhi moved the Bill at 12.11pm and it was passed by 12.14pm through a voice vote, amid chants from the opposition saying “Amit Shah jawab do (Amit Shah, answer).”
Bills cleared in minutes
In this session, the Supreme Court (Number of Judges) Amendment Bill, 2026, was passed within 10 minutes in the Lok Sabha without a debate. In the Rajya Sabha it was cleared with little debate and following a walkout by the opposition. The Bankers’ Books Evidence Bill, 2026 and The Taxation and other Laws (Amendment) Bill, 2026 have also been passed in the Lok Sabha without any debate. The Prevention of Insults to National Honour (Amendment) Bill, 2026, that makes any insult to the national song, Vande Mataram, a punishable offence was passed in the Lok Sabha in 15 minutes. While the same Bill was approved by the Rajya Sabha amid a walkout by the opposition.

Home minister on premises from ‘morning till night’
Today, following its passage in the Lok Sabha in three minutes, union parliamentary affairs minister Kiren Rijiju rose to say that the opposition was seeking Shah’s presence in the house, but the home minister remained in parliament from morning till late night.
“Home minister Amit Shah comes to parliament in the morning and leaves late at night. He remains in parliament all day. It is wrong to raise slogans. Amit Shah is that person, whose name makes all terrorists tremble,” said Rijiju.
“When he comes to the House you will not be able to hear his reply. Rules say that only the minister whose business is there comes to the House. The opposition cannot determine who will come to the House. You should stop this drama.”
Outside parliament, Rijiju said that the bills being passed without discussion in the session are due to the opposition causing disruptions and raising slogans.
“We passed the MSME Bill in the Lok Sabha. The House business is continuing but discussion is less because the Congress party and the Opposition created disruptions and raised slogans,” he said.
“Therefore, discussions have been restricted. But the business of the House has continued, Bills have been passed, and all NDA members in the Rajya Sabha have taken part in the debates and expressed their views. There should be no confusion that the House is not functioning. The House is functioning, and Bills are being passed. The only reason discussions have decreased is because of the disruptions.”
The Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026 seeks to amend the Micro, Small and Medium Enterprises Development Act, 2006.
The Bill provides for notifying a national digital platform for free and voluntary registration of MSMEs, addressing their liquidity issues, setting timelines to ensure faster adjudication of delayed payment disputes of micro and small enterprises, providing recovery of the settlement agreement, and also seeks to empower courts to order payment of at least 50 per cent of the awarded amount to MSME suppliers if the application to set aside an order remains pending for more than six months.
